Ars æqui is a peer-reviewed academic journal of the Faculty of Law and Administrative Sciences, Ovidius University of Constanța, Romania. It publishes original, high-quality contributions from scholars and practitioners on contemporary issues of legal doctrine and practice, as well as case law commentaries and book reviews. The journal encourages diverse methodological approaches, from natural law and legal history to comparative law and law in context. It also welcomes interdisciplinary research that bridges law and governance, engaging with questions of public administration, economics, sociology, and political science. In this way, Ars æqui seeks a deeper understanding of how law and governance shape and are shaped by society in the legal systems of Romania, the broader CEE region, and beyond.
Ars æqui supports the 1st Doctoral Conference in Law, dedicated to the impact of digitalisation on legal relations. Selected papers may be considered for publication in a special section of the journal.

This issue marks the 10th anniversary of the Global Code of Enforcement with a special section examining its historical significance, as well as the challenge of integrating modern tools in enforcement. Other studies and articles explore green public procurement, the European Arrest Warrant, as well as public finance under multiple crises.
